About PTAHF

The Philippine Tripartite Accreditation for Health Facilities, Inc. (PTAHF, Inc.) is an independent, non-profit organization, dedicated to improve and promote quality and safety in the delivery of health care in the Philippines through continuing review of performance, assessment and accreditation.

On January 25, 2008, three major organizations joined forces to form PTAHF: Association of Nursing Service Administrators of the Philippines (ANSAP), Association of Health Administrators of the Philippines (AHA) and Philippine Association of Government Hospital Administrative Officers (PAGHAO) to provide credible and independent accreditation survey for the implementation of quality improvement systems of Philippine Hospitals and other organizations needing to comply with the requirements of the Philippine Health Insurance Corporation (PHIC) Philhealth Benchbook for Performance Improvement.

Combining their expertise and years of experience in their respective fields, ANSAP, essliderlished since 1967, has been certifying IV Therapists since 1993; PAGHAO, re-essliderlished in 1995, to provide the forum for strengthening the linkages among Hospital Administrative Officers and other Management Support Personnel to promulgate sound hospital administration and maintain the standard of effective hospital management practices; and AHA essliderlished in 1993.

PTAHF is governed by the Board of Trustees elected by board representatives. It is supported by a corporate management structure which oversees the operation of the organization. PTAHF is consisted of four key sections: Standard Development Department, Research and Training, Accreditation Department and Assessment and Monitoring Department. It offers assessment and accreditation, including: research and development, training and capability building for assessors and implementers.

With this in mind, PTAHF’s strategic objectives are identified as the following:

1. Recognition by International Society for Quality (ISQua) and improvement of standards of Philippine hospital services
    a. Institutionalization of PTAHF
    b. Networking with Foreign Funding Agencies
    c. Establishment of committees

2. Major accrediting body of Philippine Health Insurance Corporation and other Third Party Payers
    a. Assume leadership role in training
    b. Research and development
    c. Capacity building for assessors
    d. Development of quality and patient safety health care standards which is internationally recognized for health facilities all over the Philippines and nearby countries
    e. Adoption of innovative and appropriate information technology.

Organizational Structure

PTAHF has incorporated its operations into separate, non-profit organization. It is governed by the board of trustees, including three ex-officio members and four Designated Directors. PTAHF has four active departments or divisions: Standards Development, Research and Development, Accreditation and Assessment and Monitoring. The elected members of the Executive Board oversee executive management teams responsible for operations, strategic initiatives, budget preparation, and capital expenditures of the respective entities in a manner that meets the highest standard of service.

The Board of Trustees has adopted vision and mission statements designed to determine the organization’s strategic direction. The board of trustees maintains its currency of its understanding of PTAHF’s operations through meetings and meets regularly with majors stakeholders.




Products and Services

PTAHF shall provide assessment and accreditation to all health facilities in the Philippines needing accreditation to the Philippine Health Insurance Corporation through compliance with the Philhealth Benchbook for Performance Improvement. To enable PTAHF to achieve its mission, PTAHF shall focus its efforts to attain or attain support from its key stakeholders and key health care segment to avail of its services mainly composed of hospital administrators, medical directors, nursing administrator and owners, who make the majority of health care decisions. PTAHF shall strive to build relationships with health care organizations, professional organizations, government agencies, businesses, and funding organizations.

PTAHF Application Process

I. Eligibility Requirements

      Any Healthcare Organization (HCO) may apply Philippine Tripartite Accreditation for Health Facilities (PTAHF), Inc. accreditation if it meets the following criteria:

  1. The HCO operates within the Philippines and nearby countries such as but not limited to Asian Countries.
  2. The HCO is duly licensed by the Department of Health (DOH) or their country’s health ministry or its equivalent to operate as a healthcare facility.
  3. The HCO provides services addressed by the PTAHF Quality Standards.
  4. The HCO comply with the PTAHF Quality Standards and requirements.
  5. The HCO is open and in full operations at least six (6) months which will sustain compliance on the required track record of the PTAHF Quality Standards.
  6. The HCO assumes, or is willing to assume, responsibility for improving the quality of its care and services.

II. Application Requirements

       The Healthcare Organization (HCO) shall submit original hardcopies of the following requirements to the PTAHF Secretariat:

  1. Letter of Intent addressed to the PTAHF Chairman and/or President (please refer to PTAHF Resources)
  2. Application Form (please refer to PTAHF Resources)
  3. Accomplished Assessment Tool

How to Accomplish the Assessment Tool

 The organization must organize a group who will be responsible for conducting a self-assessment. The results of the self-assessment shall serve as reference of the organization for identifying the gaps and implementing the necessary improvements.

 

The Assessment Tool contains the following;

a. 1st column: PTAHF Standards and Measurable Elements
b. 2nd column: Indicators
- Quantitative data to measure the performance of the organization and identify areas for improvement. Depending on the standard or objective element, the indicator may also require for the availability of a document to support the organization's compliance to a specific standard or objective element.
c. 3rd column: Evidences
Proof of compliance which can be any of the following, but not limited to:
- Policy
- Minutes of the neeting
- Plans and contracts
d. 4th column: 
The number of months the measurable element that has been implemented by the organization
e. 5th column: Assessment Score
f. 6th column: Findings
Details of the observations to support the score given for a specific element
Scoring
Mark with x the corresponding score given to the measurable element being assessed.
Score are as follows:
a. "3" / FULLY MET - if the measurable element is met
b. "2" / PARTIALLY MET - if measurable element is partially met
c. "1" / NOT MET - if there is no observable progress towards complying with the required measurable element
